The current system of fertilizer tonnage fees/tax reporting from registrants, licensees & dealer to States is cumbersome and inefficient. Today, fertilizer dealers/registrants/licensees have multiple state-specific reporting requirements and formats to understand and use for proper reporting. Reporting is achieved in most states using hard-copy, paper-submitted forms, creating an administrative burden for companies and states alike.
States collect data in various formats:
-
By “raw inputs” or by final blend
-
By county where distributed/applied (or not)
-
By individual dealer license, or by registrant
-
With UFTRS coding supplied by registrant, some not
-
States may or may not allow dealers to except sales to other dealers
47 states require reporting, with 47 different sets of rules and forms.
A core set of data is common to most states:
-
UFTRS code
-
County
-
Grade
-
Liquid/Dry/Packaged
- Farm or non-farm use
